Executive Overview
Tirta Kencana Cahaya Mandiri (TKCM) is a water company operating a drinking water treatment plant in Tangerang Regency, Indonesia, serving one of the fastest-growing urban areas within the Greater Jakarta metropolitan region.
The project operates under a RUOMT (Rehabilitation, Uprating, Operation, Maintenance and Transfer) concession model, through which the infrastructure has been rehabilitated, upgraded and is operated and maintained by the project company under a 20-year concession contract.
The treatment plant has a total production capacity of 140,000 m³ per day, supplying treated drinking water to domestic, industrial and commercial users across Tangerang Regency and Tangerang City, as well as West Jakarta, including strategic infrastructure such as Jakarta International Airport.
By strengthening water supply infrastructure in the region, the project contributes to improving access to safe drinking water while supporting the continued urban and economic development of the Greater Jakarta area.
Contractual & Financial Structure
The project is implemented under a RUOMT (Rehabilitation, Uprating, Operation, Maintenance and Transfer) concession model.
Under this framework, the private partner is responsible for the rehabilitation and capacity uprating of the existing drinking water infrastructure, as well as its operation and maintenance throughout the 20-year concession period.
This model enables the local water utility PDAM Tirta Kerta Raharja (PERUMDAM TKR) to expand service coverage and improve operational performance while leveraging private sector investment and expertise.
