Strategically located on the Red Sea coast of southwest Saudi Arabia, the plant plays a pivotal role in enhancing regional water security for the Asir and Jizan provinces, serving nearly two million residents and supporting municipal, agricultural and industrial demand.

As a flagship water infrastructure project developed through a long-term BOO concession, Shuqaiq 3 exemplifies the deployment of advanced desalination technology under innovative public-private partnership models, reflecting Almar Water Solutions’ capacity to deliver sustainable water solutions at scale.

Contractual & Financial Structure

Shuqaiq 3 was developed under a 25-year Build-Own-Operate (BOO) concession awarded by SWPC, representing one of the key milestones in Saudi Arabia’s water privatization programme. The project’s financial closure enabled consortium partners to structure long-term investment supported by predictable revenue under public-sector offtake agreements, mobilizing efficient capital through balanced equity and contractual frameworks.

The consortium reflects a blend of international technical expertise (Acciona), regional investment strength (Marubeni, ALJ/Almar Water Solutions) and local operational insight (Rawafid), contributing to risk diversification and efficient delivery.
